{{Cl}} (or "category link") is used to display a category name as a link to the category. It is a companion to {{tl}}, which serves the same purpose for templates.
Example
{{ cl | Regulatory information }} gives Category:Regulatory information
Category links can also be written as [[:Category:Regulatory information]] giving Category:Regulatory information,
or {{lc|Regulatory information}} giving Category:Regulatory information (edit|talk|history|links|watch|logs).
